摘要
在大力推行供给侧改革的形势下,我国城市经济运营模式、城乡关系、城市形态及人们的生活方式都发生了新的变化,城市逐步从快速发展模式向精明收缩调整模式转型。老城区或历史城区作为完整展现城市发展历史文化脉络的空间载体,成为旧城有机更新的重点区域。本文探讨在供给侧改革背景下如何认识老城区的保护与发展问题,明确历史城区的保护定位,框定开发总量,探寻容量限度,优化更新存量,提高生活品质,构建具有特色、活力及服务均等的历史城区。本文将根据历史城区发展规律与特点、更加科学有效地建立历史城区容量评价技术路线,用以指导历史城区保护与实践。
The wide promotion of supply-side structural reform has been gradually altering the operation pattern of city economy,urbanrural relationship,city morphology and people's living style,indicating the transformation from high-speed to smart adjustment development.Older neighborhoods or historical urban areas tend to become the key areas of reconstruction of old cities,which are able to fully display the historical and cultural context of city development.Under the background of supply-side structural reform,the conservation and development of older neighborhoods are discussed to clear the conservation position of historical city areas.The paper defines development total capacity,explores capacity limitation,optimizes renewal stock,improves life quality and further establishes historical urban areas with unique characteristics,vitality and even service.According to the development rules and characteristics of historical urban areas,the technique route for capacity evaluation of historical urban areas are constituted scientifically and effectively to guide the practice work of historical urban area conservation.
