摘要
通过对美国联邦机构电子邮件管理的现行政策进行梳理和分析,旨在为中国的电子公文管理提供借鉴。本文基于从美国国家档案与文件署网站上获取的政策,通过文本分析法梳理出其在三个方面有突出成效,包括提出电子邮件管理的新方法、明确机构及雇员的职责、构建电子邮件管理的监管机制。通过对美国联邦机构电子邮件管理政策进行分析,立足我国电子公文管理的实况,提出我国的电子公文管理应构建有生命力的政策体系、转变管理理念、从档案视角完善全程管理。
By combing and analyzing the current policy of E-mail management in U.S.federal agencies,this paper aims to provide reference to the management of electronic official documents in China.Based on the policy obtained from the website of the National Archives and Records Administration of the United States,the article analyzes the outstanding achievements in three aspects through text analysis,including new methods for E-mail management,clarifying the responsibilities of the organization and employees,and building an electronic E-mail management regulatory mechanism.Based on the analysis of the E-mail management policy of the U.S.federal agencies and the actual situation of electronic official document management in our country,this paper proposes that a vibrant policy system should be built,the management concept be changed and the whole management be improved from the perspective of archives in our country's electronic official document management.
