摘要
依靠制度创新与技术创新驱动中国制造业绿色发展,已成为学术界和政策制定者关注的重大研究命题。基于此,通过构建扩展的CDM模型,利用2003—2014年中国制造业28个行业面板数据,研究环境规制对产业创新过程的影响。结果显示:(1)环境规制对制造业研发投入具有显著的挤出效应,当前制造业遵循环境规制的成本显然已经影响了其创新活动的实施。(2)环境规制显著抑制了制造业的实质性创新产出和策略性创新产出,弱"波特假说"尚未得到支持。同时,研发强度显著促进了制造业实质性和策略性创新产出。(3)环境规制能够促进制造业经济绩效、能源绩效和环境绩效的提高,强"波特假说"得到支持。强、弱"波特假说"的差异化结果表明,面对政府的环境规制,目前中国制造业通过创新来寻求经济与能源、环境协调发展尚未成为其实施绿色发展的首选路径。(4)实质性创新对经济绩效具有显著的促进作用,但是对能源绩效的影响并不显著,而且显著抑制了环境绩效的提高,策略性创新对经济绩效、能源绩效和环境绩效具有显著的促进作用。这意味着,中国政府在制定环境保护政策的过程中,应降低行业的环境规制遵循成本。同时,进一步调整中国制造业的技术进步结构,通过财政补贴和税收优惠等手段,鼓励制造业优先开展低碳节能型技术创新,进一步增强制造业绿色创新成果的转化能力,使其真正转化为强大的绿色生产力,推动制造业的绿色发展。
It has become a major proposition of the academic and policy makers which promoting the green development of China manufacturing relying on institution and technology innovation.This paper constructs the expanded CDM model to study the influence of environmental regulation on the innovation process by using the panel data of 28 industries over the period 2003-2014.Results show that,①Environmental regulation has a significant effect that crowding out the R&D investment,and the cost effect of the enterprise following environmental regulation exceeds the innovation compensation effect.Thus,China manufacturing responds to the environmental regulation at the expense of innovation investment.②Environmental regulation inhibits the substantial and tactic innovation significantly,and the weak Porter Hypothesis has not been supported.At the same time,R&D investment has a significant effect on the substantial and tactic innovation.③Environmental regulation can promote the manufacturing economic,energy and environmental performance,and the strong Porter Hypothesis has been supported.The different results show that China manufacturing has not yet become the preferred path for implementing green development through innovation in the pursuit of economic,energy and environmental development in the face of the environmental regulation from government.④Substantial innovation can significantly promote the economy performance,but not energy performance,and significantly inhibit the environment performance.However,tactic innovation promotes the economic,energy and environment performance significantly.This means that the government should reduce the following cost of environmental regulation.At the same time,it should further adjust the structure of China manufacturing technology progress,encourage it to make the low carbon energy saving technology innovation through preferential subsidies and tax policies,increase the intensity of process innovation,enhance the transformation ability of green innovation achievement,and make
