摘要
通过构建适用于技术创新活动的三阶段SBM模型,对中国内地除西藏以外的30个省份规模以上工业企业的技术创新效率进行测度,识别影响效率的内部管理因素与外部环境因素。结果表明:我国东、中、西部工业企业存在明显的效率落差,西部落后的主要原因是管理内功不足;企业从二次创新向原始创新发展的内外部条件尚不完备,现阶段需进一步提高创新活动的专业化组织程度,增强政府R&D资助政策实施的有效性。
This paper constructs a three-stage SBM model suitable for technological innovation activities.By using this model the technological innovation efficiency of above-scale industrial enterprises in 30 provinces are measured,and those influencing factors such as internal management factor and external environmental factors are quantitatively identified.The empirical results show that:there exists significant efficiency gap in eastern,central and western regions,and the main reason for western region lagging behind is the poor management capacity;the subjective and objective conditions for conversion from secondary innovation to original innovation are not yet complete;in current stage should improve those professional innovation organizations and enhance the effectiveness of government’s R&D policy implementation.
