摘要
随着社区建设的不断推进,治理理论、公民社会理论、新公共服务理论以及社工嵌入理论逐渐被学界引入社区治理,力图寻求社区善治之路。社区治理的难题在于政府行政化惯习的延续、以社会组织为载体的社会力量发育滞后、转型期社会个体分化、专业化和职业化的社工人才匮乏。社区治理的路径选择是加快政府向社区、社会组织赋权,明晰政社边界与责任;引进和扶持社会组织发展,提高居民自治组织化程度;培育社区社会资本,塑造社区共同体;加强社工人才队伍建设,推动政府与社会合作治理。
With the continuous development of community construction,governance theory,civil society theory,new public service theory and social work embedding theory have gradually been introduced into community governance by the academic circles to seek ways of good community governance.The difficulty of community governance lies in the continuation of government administrative habits.The development of social forces based on social organizations lags behind.In the transitional period,the social work division,professionalization and professionalization of social workers are scarce.The path of community governance is to speed up the government to empower communities and social organizations,to clarify the boundaries and responsibilities of government agencies;support the development of social organizations and to improve residents’self-governance;to foster community social capital;to strengthen the social workforce building and promote cooperation between society and government.
