摘要
作为一个拥有漫长海岸线的世界性大国和全球第二大经济体,中国需要高度重视海洋在发展中起到的重要作用,切实维护自己的海洋权益。吉布提保障基地的投入使用为我国打通能源通道、打击附近区域海盗和深入推进"一带一路"建设发挥了至关重要的作用。然而,在西方掌控国际话语权的今天,要尽力避免西方曲解中国意图,基地的建设和使用可以通过军民两用的方式来发挥中国日益增长的影响力,增加中国对外博弈的筹码。
As a world power with a long coastline,China,the second largest economy in the world,needs to attach great importance to the important role played by the oceans in its development and requires us to effectively safeguard our maritime rights and interests.The official launch of the Djibouti security base has played a crucial role in opening up the energy channel in our country,cracking down on pirates in the vicinity and further promoting the"Belt and Road Initiative."However,as the West controls over the international discourse,we still try our best to avoid the Western misinterpretating China'sintention.The construction and use of the base can exert China's increasingly influential power through dual-use and increase the bargaining chip for China's external game.
