摘要
低碳发展已成为关系到全球能源、环境、经济、政治的重要国际议题。要完成经济结构低碳转型,实现低碳发展,需要突破高碳锁定的困局。然而系统一旦进入碳锁定状态,要实现路径突破会十分困难,往往需要引入外生变量。非政府组织作为有能力弥补市场失灵和政府失灵的第三方,是推动碳锁定突破的有生力量,其广泛且深度的参与有利于构建多主体、多中心、多层次、网络化、多元化与民主化的碳锁定突破路径。非政府组织可以通过充分发挥引导认同机制、组织学习机制、"鲶鱼"激活机制与网络联结机制的作用推动碳锁定突破,促进低碳路径的形成与演进。
Low-carbon development has become an important international issue concerning global energy,environment,economy and politics.In order to achieve low-carbon transformation and low-carbon development,we need to break through the dilemma of high carbon lock-in.However,once the system is in the state of carbon lock-in,it is very difficult to achieve the path breakthrough,and it is often necessary to introduce exogenous variables.Non-governmental organization(NGO),as the third party with the ability to make up for market failure and government failure,is the effective strength that drives carbon lock-in breakthrough.NGO’s broad and deep participation helps build multi-agent,multi-center,multi-level,networked,diversified and democratized carbon lock-in breakthrough process.NGO can give full play to guiding and identifying mechanism,organizational learning mechanism,the catfish activating mechanism and network connecting mechanism to promote the breakthrough of carbon lock-in as well as the formation and evolution of low carbon path.
