摘要
如果把协商民主的发展置于中国共产党历史中审视,不难发现,在中国革命、建设和改革中,中国共产党对民主的不懈追求和不断探索,是协商民主从实践层面上升为制度形态并最后形成理论体系的直接原因。从中国特色社会主义的本质来看,坚持党的领导应是社会主义协商民主发展的特殊规律。由此,在社会主义协商民主建设进程中,要始终坚持党的领导,并不断加强和改善党对协商民主的统领作用和主导能力,这应是健全和完善社会主义协商民主的基本遵循。
If the development of consultative democracy is put into view in the history of the Communist Party of China,it is easy to find that the unremitting pursuit and exploration of democracy by the Communist Party of China during the revolution,construction and reform is the direct cause of the rise of consultative democracy from the practical level to the institutional form and finally the theoretical system.From the essence of socialism with China characteristics,insisting on the Party's leadership should be the special law of the development of socialist consultative democracy.Therefore,in the process of building a socialist consultative democracy,we should always adhere to the leadership of the Party and constantly strengthen and improve the Party's leading role and capability in the building of a consultative democracy.
