摘要
新中国成立70年来,中国共产党在推进民主政治建设的进程中,积累了丰富而宝贵的协商民主建设方面的经验。从整体上把握,中国共产党协商民主建设的基本经验主要表现为:坚持党的领导、人民当家作主、依法治国的有机统一,是社会主义协商民主的内生机理和本质要求;秉持以人民为中心的根本立场,是社会主义协商民主的重要属性和核心宗旨;形成中国特色社会主义选举民主与协商民主相结合的民主实践形式,是社会主义协商民主的最大特色和最优选择;遵循实事求是、与时俱进的基本原则,是社会主义协商民主的理论根基和实践指南。
In the past 70 years since the founding of the People′s Republic of China,the Communist Party of China has accumulated rich and valuable experience in the construction of consultative democracy in the process of promoting the construction of democratic politics.On the whole,the basic experience of the Communist Party of China in the construction of consultative democracy is mainly manifested in four aspects.First,the organic unity of adhering to the leadership of the Party,the people in charge of their own affairs and governing the country by law is the inherent mechanism and essential requirements of socialist consultative democracy;second,adhering to the fundamental stand of taking the people as the center is an important attribute and core purpose of socialist consultative democracy;third,it is the greatest characteristic and the best choice of socialist consultative democracy to form the democratic practice form of combining socialist electoral democracy with consultative democracy with Chinese characteristics;and fourth,it is the theoretical foundation and practical guide of socialist consultative democracy to follow the basic principles of seeking truth from facts and keeping pace with the times.
