摘要
为揭示我国沿海港口运营效率及其发展态势,运用DEA-CA-MI方法,对全国沿海37个主要港口在2009~2014年间的运营效率进行静态和动态评价.结果表明:我国沿海主要港口运营效率的水平、结构与发展态势存在较大差异;在静态评价中,港口综合技术效率与港口平均规模之间存在倒"U"型关系,纯技术效率不高是导致港口运营效率水平偏低的主要影响因素;在动态评价中,除福州港外,其他港口的运营效率在评价期内均有所改善,全要素生产率指数及其离散程度随港口规模增加而减小.
In order to reveal the operational efficiency and development trend of China's coastal ports,DEA,CA and MI methods are used to conduct static and dynamic evaluation of37major national costal ports from2009to2014.The results show there are great differences in the level,structure and development trend of the operation efficiency of main coastal ports in China.In the static evaluation,there is an inverted“U”relationship between the port’s comprehensive technical efficiency and the average port size.Additionally,the low purely technical efficiency is the main factor which leads to the lower operational efficiency of ports.In the dynamic evaluation,besides Fuzhou port,the operating efficiency of other ports have improved during the evaluation period,the total factor productivity index and its dispersion degree decrease with the increase of port size.
