农业转移人口市民化财政成本的分类评估及核算被引量：7

摘要当前我国推进农业转移人口市民化进程尤为迫切,解决该问题的核心在于政府在此过程中全面就位并承担职责,而对政府承担职责的成本规模的把握,是保障政府全面就位的关键步骤。鉴于此,文章通过构建成本-收益测算模型,对全国和云南省农业转移人口市民化财政成本进行分类估算,得出如下结论:(1)政府面临的主要成本压力集中于保障性住房、基础设施建设以及公共管理三个方面,随迁子女义务教育与社会保障的负担相对较小,但其重要性不容忽视。同时,云南省基础设施建设成本远远高于全国平均水平,可能原因在于地理环境的特殊性与经济发展水平的滞后性共同决定了其相对成本较高。(2)财政经济收益对财政成本的弥补作用明显,如果忽视政府从农业转移人口市民化过程中获得的收益,无形中将夸大财政成本和压力。(3)农业转移人口市民化并非"一蹴而就",是一个持续投资的过程。从长期来看,现实中所需要的财政投入可能远远高于本文的测算值。 At present,the process of promoting the citizenization of agricultural transfer population in China is particularly urgent.In view of this,the article constructs the cost-benefit calculation model to evaluate and calculate the public fiscal cost of the agricultural transfer population of the whole country and Yunnan province,and draws the following conclusions:⑴The main cost pressures faced by the government focus on three aspects:affordable housing,infrastructure construction and public management.The burden of the children of compulsory education and social security is relatively small.At the same time,the cost of infrastructure construction in Yunnan Province is much higher than the national average level.⑵If we ignore the government’s revenue from the process of citizenization of agricultural transfer population,it will exaggerate pub?lic fiscal costs and pressures.⑶The citizenization of Agricultural transfer population is a continuous investment process.In the long run,the public fiscal investment required in reality may be much higher than the measured value of this paper.
