摘要
对权力的监督与制约一直是执政党建设的核心问题之一。强化对权力的监督与制约,既是法治中国建设的关键所在,也是党风廉政建设和反腐败斗争要解决的核心问题,更是推进国家治理体系与治理能力现代化的重要途径。中国共产党长期执政,面临的重大问题之一就是对权力的监督。全面从严治党,最终是要探索出一条党长期执政条件下实现自我监督的有效途径。《纪委与监察委员会合署办公的理论内涵、现实意义与优化路径》一文指出,纪委与监察委员会合署办公是国家监察体制改革的一项重要内容。从权力监督视角出发,纪委与监察委员会合署办公的理论内涵体现为两者在监督主体、监督对象、监督内容和监督手段四个方面的分工与融合。纪委与监察委员会合署办公具有加强和改善党对反腐败工作的领导、优化中国特色社会主义权力监督体系的主体结构与内容结构、提升我国治理腐败的有效性和合法性等现实意义。《公私之辨:权力监督目的的生态学分析》一文指出,立足生态学的视角,监督主体的私利有其必然性与合理性,但持续膨胀的私利则会掣肘权力监督的应有效能,引发权力与权利的互抑与失衡,加剧监督生态的退化。为此,权力监督应当追求监督目的的公益化,实现监督双方的共生互利,进而统领和规范多样性的监督诉求,确保监督生态的整体性、平衡性和持续优化。《权力规制:政治秩序场域中利益集团的消极行为》一文指出,对利益集团消极行为的规制,中国应着眼于政府自主性、执政党自身建设和公民个体的政治理性来增强政治实体的防范能力,着眼于严格执行政治制度、增加政治制度供给和营造政治生态来发挥政治规则的效力,着眼于强化政治权威、掌控政治资源和彰显法治来提高政治控制的水平。三篇文章皆有真知灼见,期望通

In The Theoretical Connotation,Practical Significance and Optimization Path of Merge Work System of Commission for Discipline Inspection and Supervision Committee, it is pointed out that an important part of the reform of the national surveillance system is the merge work of the Commission for Discipline Inspection and Supervision. The theoretical connotation lies in division of labor and integration of supervision subjects, object, content and means, and the practical significance lies in the improvement the party's leadership in anti-corruption work, optimization of the main structure and content of the system of power supervision of socialism with Chinese characteristics. In The Debate of Public Benefits and Private Interests: Ecological Analysis of the Purpose of Power Supervision, it is pointed out that while the existence of the private interests is necessary and reasonable, but the constant expansion of private interests will restrain the proper efficiency of power supervision, and trigger the mutual suppression and imbalance of power and rights, and aggravate the degradation of ecological environment. Therefore, the purpose of power supervision should be public welfare, and mutually beneficial so as to regulate the diversified demands and ensure the ecological integrity, balance and continuous optimization of the supervision.
