摘要
近年来,随着经济的发展,危险货物的需求量逐渐增多,运输量随之逐渐上升,同时也发生了很多危险货物道路运输事故,造成重大人员伤亡、财产损失和环境污染。以易燃液体二硫化碳为例,通过绘制道路运输危险货物行政监管手段框图,按照"三关一监督"(运输经营者市场准入关、营业车辆技术关、从业人员资格关,同时做好运输过程监督监管)的思路,分析了我国危险货物道路运输的行政监管手段,并提出改进意见。
In recent years,with the development of economy,the demand of dangerous goods transportation volumegradually increased,also produced many road transportation accidents of dangerous goods,and causing heavy casualties,property loss and environmental pollution.The combustible liquid carbon disulfide as an example,according to the ideas of‘three checks and An oversight’,check good market entry,check Personnel qualification,check Vehicle technology,andcheck three ones,drawing the block diagram of Administrative regulation methods of dangerous goods road transportation,analysis the administrative regulation methods of combustible liquids during road transportation in china,and put forwardsome suggestions for improvement.
