摘要
为优化我国城乡各类空间资源的布局,发现并解决各种规划间存在的矛盾与差异,实现"一张蓝图管发展"的目标,必须深入开展"多规融合"问题的研究。本文对多规冲突原因、多规协调性评价方法和多规融合实现路径进行分析,并在此基础上对比国外国土空间规划体系,提出我国多规融合的研究特点和主要进展。研究认为:我国多规在融合过程中仍然存在一些冲突;现阶段多规协调性评价的研究以定性分析为主;多规融合的实现路径主要分为规划理念、规划编制和规划实施三个方面;与国外成熟的空间规划体系相比,我国还没有形成全国性的多规融合模式。未来对多规融合路径的研究应更加多元化和具体化;构建国土空间规划体系是促进多规融合的关键;未来应从生态文明建设角度研究多规融合。
The purpose of this paper is to propose research characteristics and main progress of multiple planning integration by analyzing the research about the conflicts and realization routine of multiple planning integration,and by comparing the models of national spatial planning at home and abroad.Methods employed include documentary analysis,comparative analysis and comprehensive induction.The results indicate that there are some conflicts between multiple planning,the way to evaluate coordination between multiple planning is mainly qualitative analysis,the realization routine of multiple planning integration are classified into three parts,they are planning concept and planning formulation and planning implementation,compared with foreign countries,we haven't national spatial planning system in line with national conditions.In conclusion,prospect of realization routine of multiple planning integration will diversification and concrete,the key to promote multiple planning integration is to establish national spatial planning system,and more from the perspective of ecological civilization construction to do research about the multiple planning integration.
