摘要
十八大以来,在新的发展理念下,基于供给侧结构改革经济政策的变化,引起了国家宏观层面政策的一系列调整。预算作为供给端,具有分配、调整资源配置的重要功能,可从源头引领高校的学科调整和专业建设,从而使得高校的各项改革与国家整体改革协调一致。
Since the Eighteenth Conference of the Central Committee of the Party,under the new development ideology,the economicpolicies change based on the supply-side structure reform caused a series of national micro-scale re-adjustment on the rules and policies.Budgeting as part of the supply-side has effective measures distributing and adjusting resources supply,and is capable of guiding andleading the specialties adjustment and development from the source so that the various reforms of the universities can be in accordance withthe national reforms.
