摘要
面对严峻的市场形势和激烈的市场竞争,地勘单位的压力日渐增大,各种问题和矛盾凸显,地勘单位的企业化改革也迫在眉睫。基于地勘单位面临的形势和问题,以及自身情况,提出国有地勘单位改制的应对建议:(1)分步骤、分段施行改革;(2)要明确划分地质工作的范围;(3)允许省内各地勘单位兼并重组;(4)参与国有企业改革进程;(5)给予地勘单位政策支持。
In the face of the difficult market situation and intense market competition, the pressure that geological exploration units have to bear is growing; and various problems have also begun to surface. Under these circumstances, enterprise reform is a matter of great urgency for geological exploration units. In response to this, this paper proposes some methods required for the restructuring of state-owned geological exploration units. These are as follows: carrying out reform should be phased in gradually; dividing the scope of geological work clearly; encouraging mergers and reorganization of enterprises; participating in the reform of state-owned enterprises; and giving policy support for geological exploration units.
