摘要
有一段时间,批露高校学术人学术不端的报道频频出现新闻中,什么"学术狂人","论文达人",居然其中还涉及到多位学术界高层的学者和知名专家。针对学术不端等问题,科技部、教育部以及学术界的内部力量都对学术不端明确了处罚办法,但是为什么学术不端行为不仅没有得到根治,反而愈演愈烈。究其原因,最根本的不应是这种"肤浅的、表面的",且流于形式的处罚方式,而是从根本上建立起相应的保护措施,激励机制,以便鼓励更多人进行创新。
For a time,report of the university academic misconduct frequently appear in the news,like "academic madman","the paper's got talent",unexpectedly also involves a number of senior scholars and renowned academic experts.For academic misconduct and other issues,Ministry of Science and Technology,Ministry of Education and academic internal forces of academic misconduct has been clear about the penalty,but why academic misconduct not only has not been cured,but has intensified.Investigate its reasons,the most fundamental one should not be this kind of "on the surface of the superficial," punishment way,but fundamentally establish corresponding protection measures,incentive mechanism,in order to encourage more people to innovate.
