摘要
产业结构优化和升级是京津冀协同发展的核心,先进制造业和高端服务业的协同发展是京津冀产业结构优化的重要内容,京津冀应在空间布局、发展模式和产业创新方面促进先进制造业与高端服务业的协同发展。实证研究表明,天津市先进制造业与北京市高端服务业的协同程度在总体上高于河北省,各地可根据不同产业的不同情况,采取价值链延伸协同发展模式、价值链嵌入协同发展模式和价值链重组协同发展模式,以北京市高端服务业带动京津冀先进制造业的协同发展,建立高端服务业和先进制造业协同发展的平台,制定相关政策鼓励高端服务业和先进制造业的协同创新。
The optimization and upgrade of industrial structure is the core of the coordinated development of Beijing,Tianjin and Hebei;the coordinated development of high- end service industry and advanced manufacturing industry is the important content of industry structural optimization in Beijing,Tianjin and Hebei;and Beijing,Tianjin and Hebei should promote the coordinated development of high- end service industry and advanced manufacturing industry in terms of spatial arrangement,development pattern and industrial innovation. The empirical analysis shows that,the coordination level between the advanced manufacturing industry in Tianjin and the high-end service industry in Beijing is higher than that between Hebei and Beijing. Beijing,Tianjin and Hebei should,first,adopt such development patterns as the extended value chain,the embedded value chain,and value chain reorganization to promote the coordinated development according to the different situations of different industries;second,they should make the high-end service industry in Beijing to lead the coordinated development of advanced manufacturing industry in Beijing,Tianjin and Hebei;third,they should establish the platform for the coordinated development of these two industries;and fourth,they should formulated related policies to encourage the coordinative innovation of these two industries.
