摘要
近年来,随着我国经济社会的发展,就业结构也在发生着巨大的变化,就业形势也日渐变得更加严峻。非正规就业作为灵活就业的一种,因具有灵活性、容易进入、就业渠道广等特点,因而在如今各国都受到瞩目。但是,由于国家对非正规就业缺乏统一有效的管理,非正规就业的问题也更加突出。规范非正规就业的用工程序,更好地维护非正规就业者的权益,成为如今各国关注的重要问题。结合日本与韩国的经验,解决我国非正规就业问题,应进一步完善我国法律援助制度、社会保障制度和劳动者代表制度。
China’s employment structure changed a lot with the development of economic society in recent years, and the employment situation is increasingly grim at the same time. As one kind of the flexible employments, informal employment becomes more and more popular in the world because of its prominent features, such as flexibility, accessibility, broad employment channels, and so forth. However, lack of unified and efficient management of state leads to much more serious problems. So that standardizing its employment procedures and protecting staff’s rights and interests draw the attention of all countries. Combined with experience of Japan and South Korea, legal aid system, social security system and laborer representative system should be improved in China so as to solve the problems above.
