摘要
在明晰水权的前提下,建立与社会经济发展相适应的水权管理制度,是支撑和保障经济社会可持续发展的必然要求。针对山西省水资源现状和存在问题,着重阐述了用水权、水市场理论加强水资源管理的重要性和紧迫性。通过建立合理的水权初始分配权制度、宏观控制和微观定额体系、水价形成机制等,加快流域水资源和城乡水务一体化的管理体制改革,积极完善和培育水交易市场,实现水资源的优化配置,促进水资源的持续利用和经济社会的可持续发展。
With the premise of clarifying water rights, it is a necessary request of supporting and guaranteeing sustainable development of society and economy to set up water rights administration system adaptive to social and economic development. Basing on current condition and issues in water resources in Shanxi Province, the paper illustrates the importance and urgency of reinforcing water management with water rights and water market theories. It is hoped to speed up management institution reform in river basins and of integration of water affairs in both urban and rural areas, actively improve and breed water trade market to realize optimal distribution of water resources, promote sustainable utilization of water resources and sustainable development of society and economy by establishing rational water rights initial allocation system, macro-control and micro quota system as well as water charge formation mechanism.
