摘要
西电东送是西部大开发战略的标志性工程之一,国内资源禀赋和生产力发展的不均衡决定了西电东送是中国电力工业发展的基本战略。本文按照系统分析方法,从宏观层面分析提出我国实施西电东送宜采取的指导思想和开发思路;分析国家西电东送三大通道的建设现状,并对未来发展规划、目标和布局进行预测和展望;提出实现战略目标需要采取的5项经济技术措施。
Power Delivery from the West to the East'is one of the most important construction projects in China,which is part of'West China Development 'strategy.The strategy of'Power Delivery from the West to the East'is the fundamental strategy in power industry in China,which is decided by the unbalanced distribution of resources and different development of economy in different regions.Using the method of system analysis,this article provides the guidelines and ideas that should be followed in implementing the strategy of'Power Delivery from the West to the East'.It also analyzes the present situation of the three transmission passages from west China to east China.Further more,the projection of the development plan,objective and layout in power industry of China is suggested in this article.Finally,this article provides five economic and technical measures,which need to be taken to realize the strategy.
