摘要
铁路工程投资应从三个阶段来控制 ,即 :投资决策阶段是整个工程投资管理的源头 ,需要科学决策。设计阶段是整个工程投资管理的基础 ,需要优化比选 ,合理选择方案。施工阶段是整个工程造价管理的根本 ,必须精打细算。
Railway project investment should be controlled in three phases. They are the phase of investment decision, the phase of design and the phase of construction. Investment decision is the origin of the entire project, which needs a scientific decision process. The phase of design is the basis of the entire project management, which requires careful selection of options. The phase of construction is the essence of the project management, which rely on careful calculation of cost
