摘要
本文在借鉴国内外经验的基础上,从理论上提出草原产权不清是造成对草原资源滥用的重要原因,并在此基础上论述了明晰草原产权是牧区建立节约型社会的基础；同时,还提出了牧区建立节约型社会的途径,即政府在明晰草原产权过程中起主导作用,非政府组织则是重要推动力。
This paper indicates that unclear tenure of grassland takes account for misuse grassland material in accordance with the theories,the experiences from China and abroad.The article analyses the role of clear tenure is the institutional foundation for building of economy society in pasturing area in China.Two approaches of how to clear the tenure of grassland are brought forward in the paper:the governments playing the leading role,and the non-governments being a significant impetus in the process of establishing it.
