摘要
提高公民素质可以使公民在时机成熟时能够收回国家权力 ,也可以使公民在国家权力必不可少时维护自身的合法权利 ;宪政的法治通过对政府权力的限制 ,是体现和维护公民民主权利的最有效形式 ;政治伦理的德治在降低法治运行成本的同时 ,可以提高民主的运行效率和消解民主运行的外在紧张和压力。它们共同构成了现代民主良性运行的三种维度。
To enhance the citizen's quality may make the citizen take back the national power at mature time, or preserve his own legal right when the national power is inevitable; the legal governance of the constitutional government is the most effective form to show and maintain the citizen's right by way of restricting the power of the government; the moral governance of political ethics may enhance the efficiency and release the external stress in the operation of democracy when reducing the cost of the operation of legal governance. They construct the three elements for healthy operation of modern democracy.
