摘要
本文根据对美国优质教育均衡发展的历史和核心问题的研究,认为美国教育优质均衡发展主要有三个阶段:(1)义务教育基本实现时期;(2)追求教育资源和机会平等时期;(3)追求优质均衡和结果平等时期。其核心问题也从属于教育起点公平的教育机会平等与自由选择,发展到属于教育过程公平的教育资源分配与保障,再到属于教育结果平等的标准评价与改进。美国经验和教训为我国基础教育优质均衡发展提供了一种可资批判和借鉴的改革思路。
Based on the research of the American educational history as well as its core issues,the author generalized that the basic education in the US could be divided into three main stages:(l)the accomplishment of compulsory education;(2)the pursuit of equilibrium in educational resources and opportunities; (3)the pursuit of a balance between high-quality and outcome equity. The core issues change from pursuing equality of educational opportunities and school choice to equity of educational process and a fair distribution of educational resources,and finally to the equality of outcomes via standardized tests and performance evaluations.The experiences and lessons from America in the reform of basic education provide us with provocative thoughts for Chinese recent educational reforms.
