摘要
教育是将人力资源变成人才资源的根本、高等院校是高素质人才资源的开发基地、终身化和多样化教育是知识经济时代人才资源开发的根本任务。人才资源不仅要有效开发而且还应有效管理 ,人才资源管理虽然已从传统模式向现代观念转化 。
Education is the essential way to turn the human resources to the talent ones while colleges and universities are the bases of developing the talent resources of high qualities and the life long and diversified education is the basic task of developing talent resources in the intellectual economic era .The talent resources should not only be effectively developed but effectively managed as well . Although the talent resources management has transformed from the traditional patterns to modern ones , there are still some misunderstandings in the concrete managing process .
