摘要
随着我国高校体制的不断改革,高校科学研究占据越来越重要的地位,如何管理好科研经费,提高其使用效率,对高校至关重要。本文通过对我国科研经费管理制度变迁、高校科研经费管理问题及形成原因分析,提出强化管理基础、制定合理的预算编制、责任到部,多部门共同协作、粗放式管理向精细化管理转变、学校制定总制度,各学院精准法则等方法加强高校科研经费管理,旨在促进我国高校科研经费管理的科学化。
With the continuous reform of the system of colleges and universities in China, the scientific research in Colleges and universities occupy more and more important role, how to manage funds for scientific research, improve the efficiency of use, is very important for college. In this paper, by the scientific research funds management system changes in China, the scientific research funds in Colleges and universities tube to deal with the problem and cause of formation analysis, proposed to strengthen the management foundation to develop a reasonable budget, responsibility to the Department of multi sectoral collaboration, extensive management to intensive management of change, the school made the total system and each college precise rules method to strengthen management of scientific research funds in Colleges and universities, to promote the scientific development of the management of funds for scientific research in Chinese universities.
