摘要
从水库大坝安全管理应急预案编制面临的困难出发,结合相关法律法规规定和工作实际分析了预案编制中存在的主要问题,并从加强水库管理单位与政府部门之间的协调、充分发挥政府主导作用、完善相应协调机制、根据主体责任进行预案相应内容分解、做好与相关预案内容的协调,以及明确预案编制经费来源等方面对预案编制中存在问题的解决措施进行了探讨,提出了合理优化预案编制的主导责任、对预案编制内容进行分解、做好与《水库防洪抢险应急预案》的协调、明确预案编制专项经费来源等建议。
Based on the difficulties in the preparation of contingency plan for reservoir dam safety management, the main problems in thepreparation of contingency plan were analyzed in combination with relevant laws and regulations and actual works. It discussed the solutionfrom such aspects as strengthening the coordination between reservoir management unit and government departments, giving full play to theleading role of the government, perfecting the corresponding coordination mechanisms, decomposing the relevant contents of the contingencyplan according to the main responsibility, coordinating well with the contents of the relevant contingency plan and clarifying the sources offund for the preparation of the contingency plan. It put forward some suggestions on how to optimize the planning reasonably, how to decom-pose the contents of the planning, how to coordinate with the contingency plan of reservoir flood control and how to set special funds for thepreparation of the contingency plan. It can be used for the reference of preparing a contingency plan.
