摘要
有关国家实施驱离外籍公民政策或毗邻国家内部发生战争是造成难民涌入我国边境的主要原因,由此对我边民生命财产、边境经济贸易和社会治安等带来不利影响。针对边境难民涌入问题,我国应完善法规政策,依法处置难民涌入;加强组织领导,建立党政军警民合力治理工作机制;整合社会力量,妥善安置及时劝返涌入难民;加大与难民涌入国进行经贸合作力度;加强国际合作,推进人类命运共同体建设;加强军队交流合作,共同维护边境社会安全稳定;严格舆情管控,树立维护我负责任大国形象。
The influx of refugees into China＇ s borders mainly results from some related countries＇ policies on expel- ling foreign nationals or the internal war in the neighboring countries. And that influx has negatively influenced Chi- nese border citizens＇ lives and property, economy and trade and social security in the border and so on. Therefore, to cope with the i^fflux properly and jointly safeguard the stability of the border is of great practical and far-reaching historical significance to deepen international cooperation and strengthen military exchanges with related countries with the chance of promoting the construction of the community with shared future. To achieve that goal, China shall improve laws and policies, establish a working mechanism of joint efforts among the Party, the government, the ar- my, the police and the people according to the law, integrate social forces, and strengthen economic and trade coop- eration with the refugee＇ s mother countries.
