摘要
文章以地方政府的自主性为视角,聚焦于近期各地民营企业家在地方政府挂职的案例,首先比较这与通过荣誉性的政治安排、直接出任党政职务等吸纳民营企业家的逻辑差异,然后剖析这一新的政治吸纳背后,各地方政府自主性的发挥和具体逻辑上的不同。研究表明,地方政府自主性的"扩张收缩调适"决定了对民营企业家政治安排的阶段性变化。地方政府安排民营企业家以"挂职"的方式出任行政职务,是基于维持地方经济增长或者治理转型的需要,对中央政府的禁令进行策略性地"规避"。从横向上看,地方政府自主性的差异化逻辑决定了民营企业家政府挂职的多元模式。基于提升地方政府治理能力的要求,使得民营企业家挂职模式呈现"专业顾问型"特征;对经济绩效的追求,民营企业家挂职模式的"经济助力型"特征更加明显。出于政府"父爱主义",新生代民营企业家的挂职模式"学习型"特征更加突出。
Based on the perspective ot local government autonomy, this paper tocuses on the cases of making local private entrepreneurs take temporary posts in government departments. It tries to differentiate the differences between those cases and previous practices that entrepreneurs take official posts in government and the traditional political arrangements which try to absorb private entrepreneurs by honorary positions. Meanwhile, it tries to unfold the different logics behind these political arrangements, and the discrepancies of the autonomy of the local government. It is found that, the ＂expansion-contraction-adjustment＂ of the autonomy of the local government determines the periodic changes of political arrangements for private entrepreneurs. The autonomy of the local government will make appropriate adjustments based on rational choices on account of the need to maintain local economic growth and promote social transformation, a tactic to ＂avoid＂ the bans of the central government. From the horizontal point of view, the different logic of the autonomy of the local government determines the different modes of private entrepreneurs＇ ＂taking temporary posts in government＂. For local governments which pursue the improvement of governance capacity, the model of professional consultancy is preferred. For local governments which pursue economic performance, the model of investment attraction is preferred. For local governments which pursue ＂paternalism＂, the model of policy-learning is preferred.
