摘要
中国铁路总公司《铁路技术管理规程》是国家铁路的基本技术规章,2014年发布实施以来,随着铁路技术设备升级、运输组织优化和国家相关法规标准的变化,需要及时对不适应运输生产需要的条款进行修订完善。研究提出修订基本原则,确定主要条款的修订背景、原因、依据与修订内容,主要解决了道岔外锁闭装置、电力线路杆塔内缘至线路中心线距离、列车标志显示方式、列车分类与运行等级顺序、机车跨牵引区段回送、旅客列车关门车限速、动车组通过小半径曲线限速等一系列关键技术问题,为保障铁路运输安全和运输效率提供了技术支撑。
The Regulations on Railway Technical Management of CHINA RAILWAY is the fundamental technical regulation of national railway. Since its release and implementation in 2014, with the upgrade of railway technical equipment, optimization of transport organization and the changes in relevant regulations and standards, the terms which don＇t satisfy the requirements of transportation and production shall be revised and improved in time. This paper proposed the basic principles of revision, specified the background, reason, evidence and contents of revision of main terms. It mainly solved a series of key technical issues including external blocking device for turnout, distance between the inner edge of power line pole and the central line of track, train sign display mode, train classification and operation rank order, locomotive return across traction section, train speed restriction while doors are closing, speed restriction of EMU trains when passing small radius curve, etc., providing technical support for the assurance of transport safety and efficiency of railways.
