“高质量发展”对教育提出了什么要求——基于十九大报告的文本解读 被引量:18

What Does " High Quality Development " Require for Education ?—— Text Interpretation Based on the 19th National Congress Report by Xi Jinping

摘要 采用文本分析方法,研究十九大报告中"高质量发展"对"教育"提出的要求。通过局部、关系和整体三个层次的解读,结果表明:在局部意义上,高质量发展对教育的挑战,就是建设现代化经济体系对教育的影响与需求;在关系意义上,高质量发展对教育的挑战,就是教育要首先做到本系统各级各类教育发展的高质量,做好"教育引导"和让"人民满意"的工作,在此基础上才谈得上服务经济发展,推动现代化经济体系建设;在整体意义上,高质量发展对教育的挑战,就是新时代"人民"当家作主和"社会主义"建设对教育提出的新要求,它涵盖政治、文化、经济乃至教育本身的高质量对教育发展提出的要求。因而,在处理与现代化经济体系等的关系上,教育应首先强化自己的主体性,加强能力建设,办好"人民满意的教育",同时兼顾发展的适应性和超越性,在与社会其他子系统的协同互动中共同推进强国目标建设。 Using the method of text analysis, the relationship between "high quality development" and "education" raised by the nineteen reports is studied. Through the interpretation of three levels, local, relationshipand overall, the results show that, in the local sense, the challenge of high quality development to education is tobuild the influence and demand of modern economic systemon education. In the sense of relation, the challenge ofhigh quality development to education is to teach education at all levels and various kinds of teaching first. On thebasis of the high quality of development and the work of "education guidance" and "people satisfaction", thedevelopment of service economy and the construction of modern economic system are on the basis of this. In thewhole sense, the challenge of high quality development to education isthe "people" and "socialism" in the new era.The new requirements raised by education include the high quality of politics, culture, economy and educationitself, and the requirements for educational development. Therefore, in dealing with the relationship with themodern economic system, education should first strengthen its own subjectivity, strengthen the capacity building,run a good "people's satisfaction education", take into account the adaptability and Transcendence of thedevelopment, and jointly promote the building of the powerful country in the cooperation with the other subsystemsofthe society.
