摘要
排污许可证制度成为我国环境管理的一项重要制度,在减少环境污染,提升环境管理的科学化水平等方面发挥着积极作用。本文分析了排污许可证制度核发及执行现状,并对该制度在设计、执行和管理方面的缺陷进行分析,提出了进一步完善排污许可证核发和执行对策,对加强污染源监督管理具有积极的现实意义。
The pollutant discharge permit system has become an important system for environmental management in China. It plays an active role in reducing environmental pollution and improving the scientifc level of environmental management. This paper analyzes the status of the issuance and implementation of the pollutant discharge permit system, and analyzes the defects in the design, implementation and management of the system, and proposes to further improve the discharge permit and implementation countermeasures, which has positive practical signifcance for strengthening the supervision and management of pollution sources. .
