摘要
本文基于目标管理、绩效评估视角,以通过创新改革破除体制机制障碍、促进经济社会发展为政策试验导向,对区域全面创新改革试验的评估理念和原则、评估逻辑框架和维度、评估指标等进行了研究探讨,从试验目标、组织管理、任务落实、效果影响四个方面研究构建了面向8个试验区域的评估指标体系,并就评估框架和指标体系的实践应用进行了展望。
Based on the objective management and performance evaluation perspective, and the policy-oriented of removing institutional hurdles to promote economic and social development, this paper discusses the evaluation idea and principles, evaluation logic frame- work and dimensions, and the evaluation index on national pilot regions for comprehensive innovation and reform. Given this understanding, it puts forward a comprehensive evaluation index system including the four dimensions of＂ goal achieving＂, ＂organizational management＂ ,＂ the implement of relevant reform policies and measures＂ and＂ the effect and impact＂ for evaluating the national pilot regions for comprehensive innovation and reform. After that, the above evaluation framework and index system＇s practical application prospect is viewed.
