摘要
高新技术产业向高质量方向发展备受关注,聚焦我国高新技术产业集聚区,以长三角26个城市2014-2018年高新技术产业的数据为样本,运用熵值法和数据包络法进行实证研究.研究发现:从政策效果看,长三角区域高新技术产业在不断的发展和完善但产业政策总体运行水平还有待提高,其中嘉兴为进步最快的城市,而铜陵为下降最快的城市;长三角区域高新技术产业政策运行效果差异显著且呈现两极分化的趋势,整体来看,上海运行效果最好且远超其他城市,而安庆、池州和宣城存在较大的发展空间;从运行效率看,南通、盐城和扬州等12个城市的全要素生产率处在上升阶段;上海、南京和常州等14个城市的全要素生产率处在下降阶段,而技术进步是导致全要素生产率变化的主要原因.
The development of high-tech industry towards high quality has attracted much attention.This paper focuses on the high-tech industry agglomeration areas in China.Taking the data of 26 cities in the Yangtze River Delta from 2014 to 2018 as samples,the entropy method and data envelopment method are used to conduct empirical research.The results show that the high and new technology industry in the Yangtze River Delta region is developing and improving,but the overall operation level of industrial policy needs to be improved.Jiaxing is the city with the fastest progress,while Tongling is the city with the fastest decline.The effect of high-tech industrial policies in the Yangtze River Delta region is significantly different and shows a trend of polarization.On the whole,Shanghai has the best effect and far exceeds other cities,while Anqing,Chizhou and Xuancheng have a large space for development.In terms of operation efficiency,the total factor productivity of Nantong,Yancheng,Yangzhou and other 12 cities is on the rise.The total factor productivity of 14 cities,including Shanghai,Nanjing and Changzhou,is in the decline stage,and technological progress is the main reason for the change of total factor productivity.
