摘要
德国职业教育国际化有着较好的基础,且在多年的实践中积累了丰富的经验,有了系统的策略,包括清晰的目标、关键原则与核心特征、多个合作平台和较为成熟的工具。我国在职业教育国际化中需要合理参考德国的经验,既学习其理念和操作层面的合理之处,也要注意结合中国职业教育的基础以及国际化的实际情况,发挥自己的比较优势。应允许各地区的职业院校探索适合本地区特点的职业教育发展策略,在此基础上进行系统梳理和提炼。在国际化的操作层面,应有官方色彩稍淡、执行能力较强的运营机构具体实施项目;做到研究先行,在系统深入地理解合作地区特点的基础上制定方案;应与中国驻海外的机构组织合作,从小项目开始试点,逐渐积累经验并灵活调整。
The vocational education in Germany has a good foundation, which has obtained much experience from years of praxis. It also has systematic strategies, which including clear defined objectives, key principles, core characteristics, multiple cooperation platforms and sophisticated tools. The internationalization of Chinese vocational education should make good use of the German experiences, not only learning the reasonable parts on both ideas and practical levels, but also combining it with the basis and internationalization actuality- of Chinese vocational education, as well as making use of its comparative advanta- ges. The vocational education development strategies and praxis which suit the local circumstances shall be encouraged and ab- stracted into theories. On the practical level, the operation organization with less government background and strong execution abilities should operate the projects. Researches should be done in advance, and plans should be made based on the systematic and deep understanding of the cooperating partners, cooperation should be established with the overseas Chinese organizations. Finally, piloting projects should start from small ones and be adjusted flexibly while experiences being accumulated.
