摘要
以大数据为支撑的政府治理众包模式是政府治理能力现代化的新型模式,这种模式借助大数据技术将政府的部分职能外包给广大民众,依靠民众的力量来服务民众,再由政府给以接包民众绩效奖励。政府治理众包模式的参与主体有不同的参与动机。在给出众包模式的通用业务流程,提出政府治理众包信息管理平台的功能的基础上,对政府治理众包模式可应用的政府治理领域作了进一步的示例分析,提出三点推进应用政府治理众包模式的策略,一要加快治理创新的步伐,形成上下联动的大数据时代工作机制;二要梳理可以众包的治理工作,按工作清单并逐步推进;三要研发政府治理众包信息管理平台,运用大数据技术开展研判、分析与应用。
The crowdsourcing model for government governance based on big data is a new model.This model uses big data technology to outsource part of the government’s functions to the general public,which relies on the strength of the people to serve the people and gives performance incentives to the people.On the basis of analysis of the general business process of crowdsourcing model,the functions of the crowdsourcing information management platform,we take case analysis of the application areas of the crowdsourcing model for government governance.Three suggestions are put forward to the government for applying the crowdsourcing model of government governance:speed up the pace of governance innovation to form working mechanism in big data era,arrange crowdsourcing works and work by work list,and develop information management platform to research,analyze and apply based on big data technology.
