摘要
当前我国对能水耦合关系的内涵尚没有统一的清晰的认识,因此有必要对其进行深入探讨,识别研究需求。本文采取调查问卷的方式,对224位相关专家学者最关心的能水耦合关系的问题进行了调研,共获得1009个能源与水的问题清单。结果表明:目前,能源与水的重要关系仍然没有得到共识,而且大多数关心的都是能源行业相关的水资源问题,特别是煤炭行业;技术层面最受关注的仍然是解决我国能源与水资源紧张关系的问题,而如何从宏观的政策和战略层面使得能源与水资源协同发展,则需要在进一步的保障相关数据统计完整性与准确性的同时,开展更为深入的研究工作。由此,本文提出了促进我国能源与水资源协调发展的政策建议。
At present, there is no unified and clear understanding of the nexus relationship between energy and water in China. Therefore, it is necessary to conduct an analysis on it, in order to identify corresponding research gaps. In this paper, the questionnaire survey is used to investigate the most concerned issues with respect to China’s energy-water （EW） nexus of 224 relevant experts and stakeholders, and finally we obtain an issue list with total 1009 issues. The results show that： the interdependent relationship between energy and water is still not widely recognized in China. Regarding the EW nexus issues, most of them are concerned with the water issues of energy industry, especially the coal industry; technology improvement is still regarded as the critical role to solve the tension between energy and water resources in China. However, for the goal of coherent development of energy and water from the macro policy and strategy perspectives, it is necessary to carry out further research work after ensuring the integrity and accuracy of relevant statistical data. According to the conclusions, this paper also proposes policy recommendation for promoting the sustainable development of China’s energy and water resources.
