摘要
建设长江经济带综合立体交通走廊必须贯彻"生态优先、绿色发展"理念,综合推进长江经济带水运、陆运、空运、管道运输绿色化发展。从绿色交通基础设施、绿色交通运营管理、绿色交通资源环境三个方面对长江经济带综合立体交通走廊绿色发展质量进行的评估显示:长江经济带公共交通系统建设还不能满足社会需求;长江经济带高等级航道改良工程有一定的成效,但上游地区成效不显著;长江经济带综合立体交通走廊能源绿色化水平较低,对传统能源依赖性较强;长江经济带交通安全性和噪声污染控制较好。应通过完善基础设施建设,推动交通运输低碳节能发展,保护长江黄金水道生态环境,大力发展多式联运,推进安全应急保障体系建设,共同促进长江经济带综合立体交通走廊绿色发展。
The concept of ＂Ecological Priority and Green Development＂ must be carried out in constructing themultimodal transport corridor of the Yangtze river economic belt. We have to comprehensively promote the greendevelopment of water transportation, land transportation, air transportation and pipeline transportation in the Yangtzeriver economic belt. From the green traffic infrastructure, green traffic operation management, green transportationresources and environment of the Yangtze river economic belt to evaluate the quality of green development ofmultimodal transport corridor. The research results show that the construction of public transport system in Yangtzeriver economic belt cannot meet the social needs. The improvement project of high grade channel of Yangtze rivereconomic belt takes effect, but the effect of upstream area is not significant. The multimodal transport corridor in theYangtze river economic belt has a low level of energy greening and a strong dependence on traditional energy. Trafficsafety and noise pollution control are better. By improving infrastructure construction, promoting the development oflow carbon energy saving in transportation, protecting the ecological environment of Yangtze river, to develop themultimodal transport, pushing forward the construction of the emergency security system as well, jointly promote thegreen development of multimodal transport corridor in Yangtze river economic belt.
