摘要
传统的交通规划方法未考虑环境因素对交通系统的制约作用 ,因而已不能满足现代城市交通系统可持续发展发展的要求。本文提出面向环境的城市交通规划方法试图解决这一问题。在假设出行者具有环境理性和交通管理部门对交通流量进行有效控制的基础上 ,给出了面向环境的城市交通规划方法的交通需求预测模型 ,并建立了环境影响评价指标体系。
The traditional transportation planning approach is no longer suitable for sustainable development of transportation system nowadays when urban environment is getting even worse. In this paper, the framework of environment oriented urban transportation planning (EOUTP) is presented. The mathematical models of travel demand forecasting in EOUTP are also introduced. An indexes system for environmental impact assessment(EIA) is developed to evaluate and select the schemes of urban transportation planning after travel demand forecasting. The structure of EIA's indexes system is also given.
