摘要
随着我国全方位对外开放战略的实施,沿边口岸逐渐成为我国与周边国家实现设施互通互联、资源高效配置、产业配套协作的战略前沿,是我国全面构建"三位一体"对外开放格局的重要组成部分。然而,我国大部分的沿边口岸仍存在口岸经济基础薄弱、产业类型单一、经济辐射带动能力不足、岸城经济联系薄弱等问题。在"一带一路"等国家重大战略机遇下,如何构建开放性、引领性、带动性更强的产业体系,进一步强化沿边口岸的前沿窗口作用是未来沿边口岸城镇经济发展面临的重要问题。本文以内蒙古巴彦淖尔市乌拉特中旗甘其毛都镇为例,从加快发展口岸经济的必要性、发展方向与重点等方面,阐述构建打造内外联动、开放型产业体系,构建口岸经济"核心—外围—腹地"圈层结构的思路与路径。并在此基础上,总结出我国沿边口岸城镇更好的参与区际联动发展、融入对外开放格局的口岸经济发展建议。
With the implementation of the national strategy of the multi-directional opening, border ports have become the frontier with infrastructures well connected, resources efficiently allocated and industry highly cooperated, which as important parts of the multi-directional opening pattern in our country. However, many border ports have problems of weak economic foundation, single industry structure, poor links between ports and towns. Under the major national strategic opportunity of the belt and road initiative, how to construct a more open, leading and driving industry system will be the important issue for border port towns in the future. This paper illustrates the necessities, directions and priorities of accelerating the port economy, and the paths of constructing the open industry system and core-periphery-hinterland layer structure, taking Ganqimaodu town in the Inner Mongolia autonomous region as the case. Finally, issues for further study are put forward.
