摘要
按照党的十九届三中全会部署,构建简约高效的基层管理体制是新一轮党和国家机构改革的应有之义。在城市化深入推进的新阶段,西部城市基层政府机构展现出明显的与外在坏境的交互性和组织成长的周期性。推进机构改革需要把握组织与环境的相互关系,明确基层政府组织所处的发展周期阶段,进而因地制宜构建针对性的组织架构和职能配置。文章通过对成都这一西部城市中基层政府结构的切面比较,揭示基层机构改革应当兼顾个性与共性,通过领导指挥集约化、基层职能清晰化、部门模块团队化、人员调剂灵活化等实现权变式改革。
According to the plan made in the third plenary session of the 19th central committee of CPC, the construction of simple and efficient grass-roots administration system should be undertaken while the new round of Party and state carries out the institutional reform. In the new stage of urbanization, the grassroots government agencies of China' s western cities show obvious periodicity in their interaction with external environment and organizational development. It is necessary to understand the relationship between organization and environment in the promotion of institutional reform, and to define the development cycle of grassroots government agencies so as to construct targeted organizational structure and functional allocation. By comparing the different aspects of the grassroots governmental structure of Chengdu, one of China' s western cities, this article points out that the reform of the grassroots agencies should take into account individuality and common- ness, and to realize contingency reform through the intensification of leadership, the clarity of functions, the team-ship of departmental modules, and the flexibility of personnel transfers.
