摘要
改革开放以来,我国政府建设的历史经验、当前深化机构和行政体制改革的目标要求及现实任务,内含着建构新时代中国特色社会主义新型政府的历史逻辑、价值逻辑和行动逻辑。厘清新时代我国政府建设的基本逻辑关系,一要深入解析建构新时代中国特色社会主义新型政府的根本保障、历史使命、根本动力和现实任务;二要全面分析建构新时代中国特色社会主义新型政府的价值遵循、价值要求、价值目标和价值实现路径;三要系统把握新时代建设法治政府、服务型政府的实践要求和关键点位。如果对上述三重逻辑缺少系统化理论思考,只是将政府建设视为一个操作层面的技术命题加以处之,那么新时代中国特色社会主义政府就难以得到长效发展。
Since the reform and opening-up,the historical experience of government construction,the current target and realistic task in deepening the reform of the institutional and administrative systems imply the historical logic,value logic and action logic of constructing a new socialist government with Chinese characteristics in the new era. There are three key points to be clarified concerning the basic logic of government construction in the new era. Firstly,an in-depth analysis is needed of the fundamental guarantee,historical mission,internal requirements and current tasks for constructing a new socialist government with Chinese characteristics in the new era. Secondly,a comprehensive analysis is needed of the value orientation,value requirements,value objectives and value realization path with regard to constructing a new socialist government with Chinese characteristics in the new era. Thirdly,a systematic understanding is needed of the practical requirements and key points of constructing a law-based and service-oriented government in the new era. It would be difficult to ensure the long-term development of socialist government with Chinese characteristics in the new era if the government construction is simply regarded as a technical issue at operational level without systematic and theoretical thinking on the above mentioned triple logic.
