摘要
权责清单制度,是当前适应经济社会发展需要,党和政府全面深化改革以及推动国家治理体系与国家治理能力现代化建设的重要内容。但在地方政府实践中,权责清单制度存在着形式上规范性不足、公开途径不统一、同级政府权责清单权力事项差别大以及权责清单制度权威性不足、影响力有限、权力下放难等方面的问题,在分析影响权责清单制度有效实行的观念、立法、监督、社会参与等诸方面原因的基础上,提出提升权责清单制度的合法性、实效性、回应性及加强有效监督等四方面的改进建议,以进一步完善权责清单制度建设。
The statement of powers and duties is a significant part of state governance for the Party and government to adapt to the social and economic development,and promote reforms and modernization of the social governance.This study lists the inefficiencies in format,approach,authority,and use of power,in the practices of local governments,in relation to the statement system of powers and duties.Countermeasures are thus proposed to upgrade the legality,effect,response and supervision of the system in conceptions,legislatures and social participation.
