摘要
联合委员会机制是由社会主义国家于20世纪50年代创设的一种合作模式。中国从新中国成立之初开始逐渐与一些国家搭建这一平台,在不断的拓展和深化中,中国已经基本在全球层面构建起一个联委会网络。联合委员会的功能主要是执行国家领导人达成的合作共识,作为解决问题的平台,决定并扩大合作内容等。在实践中,某些联合委员会面临合作内容有限、象征意义较大、在高级别对话机制和大双边合作机制普遍建立后略显式微等问题。展望未来,首先,中国应将综合性合作委员会定位于关键国家;其次,在某些区域将联合委员会机制与大双边合作机制进行整合;再次,结合"一带一路"倡议,聚焦具有重要战略意义和政治经济价值的重大项目;最后,借助该平台与世界各国交流治国理政的经验,为国际社会提供更多的知识产品。
The mechanism of joint commissions was a cooperative model created by the socialist countries in the 1950s.The New China started to establish this platform gradually with some countries at the beginning of its founding.By a continuous expansion and deepening,China has essentially established a network of joint committees at the global level.The functions of the joint committeesare mainly to implement the consensus of cooperation reached by the national leaders,to serve as a platform for solving problems,and to decide and expand the contents of cooperation.In practice,some joint committees face issues such as limited cooperation contents,a significance that is more symbolic,and being slightly indecline after a wide spread establishment of a mechanism of high-level dialogues and a mechanism of large bilateral cooperation.Looking ahead,firstly,China should lead the comprehensive cooperation committee to be anchored to key countries;secondly,integrate the joint committee mechanism with the large bilateral cooperation mechanism in some regions;thirdly,focus on major projects of strategic importance as well as of political and economic value with the Belt and Road Initiative;and finally,with the help of this platform,exchange experiences with other countries around the world to provide more knowledge products for the international community.
