摘要
田园综合体建设作为浙江省实施乡村振兴战略的主要抓手，地方政府在推进田园综合体建设的过程中需树立五大规划建设理念、实现农业产业转型升级、推动特色村居建设及落实循环农业、创意农业、农事体验加新型社区或田园社区四位一体等重点工作。本文提出地方人大开展田园综合体建设督查的具体工作建议，具体包括专项视察土地流转工作、专题开展工作评议、专项推进代表建议监督办理、切实发挥人大代表作用、行使好人事任免权、发动公众和媒体参与推动落实、多级人大联动监督、加强人大自身建设等。
The construction of pastoral complex is the main task of implementing the strategy of rural revitalization in Zhejiang Province. In the process of promoting the development of pastoral complex, the local government must establish five major planning and construction concepts, realize the transformation and upgrading of the agricultural industry, Promote the construction of characteristic village residences and implement key tasks such as recycling agriculture, creative agriculture, agricultural experience plus new communities or rular communities. This paper put forward the specific work proposals for local people＇s congresses to carry out the supervision of pastoral complex construction, including specific inspections of land circulation work, thematic implementation of work appraisal, special promotion delegates＇ suggestions and supervision, effectively play the role of the deputies to the people＇s congresses, exercise of the right to the appointment and removal of personnel, to lunch the public and the media to participate in the implementation, multi-level people＇s congress supervision, and strengthening of the people＇s congress, etc.
