摘要
自20世纪70年代起,社会养老保险对老年人退休决策的影响就受到学界的广泛关注。本文从理论和实证两个角度对相关研究进行了梳理和总结。从理论角度看,简单的、拥有强假设的生命周期模型并不能证明社会养老保险对退休行为存在影响,但在放松完善资本市场、养老金精算公平、个体寿命确定等假设,以及加入更多参数以后,社会养老保险对退休决策的影响可以在理论上被证明,虽然其影响的方向并不确定。从实证角度看,虽然所使用的数据和方法存在很大差别,但大部分研究得到了一致结论,即社会养老保险对退休有促进作用。在此基础上,提出了关于这一问题的后续研究方向,包括在模型中加入更多个体偏好参数和国家制度参数,以及在实证中对研究群体进行拓展,从而对制度进行更深入的剖析。
Since the 1970s, economists have been studying the relationship between social security and retirement decisions of the elderly. This paper reviewed the theoretical and empirical studies of this question. From the theo- retical perspective, the simplest model with some strong assumptions cannot prove that social security can influence retirement decisions of the elderly. However, when the assumptions of perfect capital market, pension actuarial equi- ty, and individual fixed life expectancy are relaxed, and when some other parameters are added, the relationship be- tween social security and retirement decisions can be proved, even though the direction of impacts are uncertain. From the empirical perspective, although using different data and methods, most of the studies draw the conclusion that social security can cause early retirement. On the basis of the review and some existing domestic studies, this paper also proposed some future research directions of this question. These directions include adding more individu- al preference parameters and country parameters into models and expanding the research group in empirical studies. By doing these,we can have a deeper understanding of the social security system.
