摘要
政府投资是指在中华人民共和国境内,使用政府性资金而进行的固定资产投资活动,政府投资涉及宏观调控,关乎公共利益。从长远来看,政府投资项目往往具有重大意义,决策不允许有失误,否则将会造成巨大影响,并且可能要付出巨大的社会代价和承担严重的经济后果。目前,政府投资的项目有着大量的"面子工程"、"首长工程"等现象,这些现象的存在是多方面的,但一个经济投资项目能达到预期的经济效益,一个经过充分考核论证、正确理性的决策是首要条件,科学、民主的投资决策是投资产生效益的基本保障。
Government investment refers to the investment in fixed assets conducted within the territory of the People＇s Republic of China using governmental funds. Government investment involves macro-control and concerns public interests. In the long run, government investment projects are often of great significance. Decisions must not allow mistakes. Otherwise, they will have a huge impact, and they may have to pay huge social costs and bear serious economic consequences. At present, government-invested projects have a large number of ＂face engineering＂ and ＂shoulder project＂ phenomena. These phenomena exist in many aspects, but an economic investment project can achieve the expected economic benefits, a fully assessed and verified, and correct rationality. The decision-making is the primary condition, and scientific and democratic investment decisions are the basic guarantee for the benefits of investment.
