摘要
民族预科办学定位是教育行政部门或民族预科教育办学主体对民族预科教育在教育体系中的定位,反映了民族预科教育的现实社会需要和未来发展愿景,它受办学历史、社会发展环境和现实需求的制约。党的十九大作出"中国特色社会主义已经进入新时代"这一重大政治判断,宣示我国民族教育进入了新时代。立足于新时代的本质内涵和社会主要矛盾的变化,民族预科办学定位要回归初心、回归常识、回归现实。在新时期,作为我国高等教育的特殊形式,民族预科教育办学定位应坚持中国共产党的领导,从追求数量优先以"补"为主的民族高等教育,转变为切实提升办学质量以"预"为主的民族高等教育。
The school-running orientation of ethnic preparatory education is the orientation of the administrative department of education or the main body of Ethnic Preparatory Education in the educational system. It reflects the realistic social needs and future development prospects of ethnic preparatory education. It is restricted by the history of running academic courses, social development environment and realistic needs. The 19th National Congress of the Communist Party of China made a great political judgment that ＂socialism with Chinese characteristics has entered a new era＂, which declared that our national education has entered a new era. Based on the change of the essential connotation of the new era and the main social contradictions, the orientation of running ethnic prepara- tory schools should return to the original mind, return to common sense and return to reality. In the new period, the orientation of running ethnic preparatory education should adhere to the leadership of the Communist Party of China. As a special form of higher education in China, it should change from pursuing quantity-first ethnic higher education with ＂supplement＂ as the main factor to ethnic higher education with ＂pre＂ as the main factor to improve the quality of running schools.
