摘要
基于实地调研和历史文献资料,简要梳理了日本乡村振兴运动的背景及其发展历程,分析归纳了该运动在增加农产品的供给、稳定农户收入水平、提高农业生产效率、加强农村基础设施投资方面的效果,以及日本乡村振兴运动的主要经验:以法律保障为根本,依法推进乡村振兴运动;以形式多样的补贴为手段,激励农民从事农业;以城乡融合和农村产业融合提升农村发展活力;以人才振兴为重要抓手,筑牢乡村持久振兴的根基。最后提出借鉴其经验有效推进我国乡村振兴战略的若干构想。
Based on the field investigation and historical documents,this paper reviews the background and developmentcourse of Japanese country revitalization,analyzes the effects of the campaign on increasing the supply of agriculturalproducts, stabilizing the income level of farmers, improving the efficiency of agricultural production and strengtheningthe investment in rural infrastructure. Besides, this paper also summarizes some major experiences： Promoting the ruralrevitalization in accordance with the law based on legal guarantee, encouraging farmers to engage in agriculture by meansof various forms of subsidies, promoting rural development vigor by means of urban-rural integration and rural industrialintegration, and laying a solid foundation for the sustainable rural revitalization by focusing on talent revitalization.Finally,some policy suggestions for China’s country revitalization are given based on Japan’s experience.
